Census data shows that between 1960 and 1970 Scott County lost population. The population loss can be attributed to the migration of the population out of the area. This out-migration was due to to limited employment opportunities. However, there was a strong shift in population during the 1970's. Between 1970 and 1980 Scott County gained 4,497 people, a percentage increase of 27.1 percent. This growth in population is attributed to the strong revitalization of our local economy and retirees moving back to their home county. According to 1990 census, Scott County's population was characterized with 49.2 percent for males, and 50.8 percent being females.

The Big South Fork is a rugged and scenic area surrounding the Big South Fork of the Cumberland River. It contains approximately 105,441 acres. The Big South Fork is an important outdoor recreation area for residents and visitors. Rafting, swimming, camping, hiking, picnicking, biking, horseback riding, fishing, and hunting are extremely popular activities. Visitation to the Big South Fork has increased steadily since its development in 1974.

Tennessee's Constitution requires a balanced state budget.

Tax Structure
Scott County property tax $3.57 (per $100 assessed value).
Sales tax 6% state.
Local sales tax 2.25%.
Income Tax:
Personal: 6% on Interest and Dividends.
Corporate (Excise): 6% on Net Earnings.
Franchise Tax: 25 cents per $100 of Capital Properties.
Unemployment Tax- New Employees: 2.7% of first $7,000.
Personal Income
Earned income is not taxed, however, certain divident and interest income received by a Tennessee resident is taxable.
Sales Tax
Energy Fuel and Water: Reduced sales tax on manufacturers use of these.
Repairs to Industrial Machinery: Exempt from sales tax.
Pollution Control Equipment: Exempt from sales tax.
Raw materials: Exempt from sales tax.
Qualified Industrial Machinery: Exempt from sales tax.
No sales tax on purchases of equipment associated with the required capital investment by a distribution or warehouse facility.
Property Tax
Work-In-Progress: Exempt from property tax.
Finished Product Inventory: Exempt from property tax.
No property tax on goods-in-transit.
Corporate Excise
Excise tax credit equal to 1% of the purchase price of qualified industrial machinery.
Excise tax credit equal to 1% of the purchase price of equipment associated with the required capital investment by a distribution or warehouse facility.
Net operating loss carry forward of 15 years.
All capital losses can be claimed in the year incurred.
Franchise
Jobs tax credit of $2,000 or $3,000 per new full-time employee for eligible businesses that meet requirement of increased employment and additional capital investment.
Finished goods inventory in excess of $50 million, $40 million and $30 million for fiscal years on or after July 15, 1996; July 15, 1997; and July 15, 1998, may be tax excluded.
Property under construction, not being utilized by the corporation, is excluded from the franchise service.
Property rented from an industrial development board may be capitalized on the corporate books.
Pollution control equipment is exempt from the franchise tax.
Other Incentives
Investment Tax Credit: Manufacturers are allowed a tax credit of 1% of the cost of industrial machinery.
Accelerated Depreciation: Tennessee allows accelerated depreciation of machinery and equipment.
Pre-Employment Training: Tennessee provides pre-employment training free of charge to incoming industry.
The "Day Care Incentive Act" establishes credit against corporate franchise and excise taxes for any business that establishes a day care center for children of employees.
